University of Kentucky agricultural economist Will Snell said he wondered whether Kentucky has seen its last $300-million-tobacco crop given the industry's problems. In its heyday in the late 1990s, Kentucky's burley sector topped $900 million, but of late had totaled about $300 million.
Cigarette makers are struggling amid lower smoking rates, smoking bans and higher cigarette taxes. They also now face regulation from the Food and Drug Administration.
There have been setbacks. Earlier this week an appeals court ruled that the FDA can only regulate "e-cigarettes" -- or battery-powered products that allow users to inhale nicotine vapor -- as tobacco products and not as drugs, and thus cannot block their import.
The report notes that studies have shown cigarettes kill 443,000 people every year in the United States -- one in every five people who die -- from cancer,marlboro cigarettes, heart disease, lung disease and other causes.
The Centers for Disease Control and Prevention says efforts to reduce smoking have stalled in recent years. Between 1998 and 2008, the number of smokers fell by 3.5 percent, from 24.1 percent to 20.6 percent.
